I would ask for a copy of a current LES (military pay sub) and a copy of her power of attorney and would lease to them both assuming that his income covers your rent to income qualification.

If they push back I just say hey I'm trying to do some of the pre qualification process up front, no need to take time, gas and money to meet and then ask you questions that are free to ask on the phone and then find out it won't work.

QOZs do indeed include all forms of commercial real estate provided it is either new construction or meets the “substantial improvement” qualification (double the basis).

I changed my application a few years back so it now states Typical Qualifications, then "Exceptions to Typical Qualifications may be considered on a case-by-case basis with higher deposit and/or qualified co-signer.
