W/ regards to Philadelphia, my partners and I are seeing that when we make an offer the realtor gives us a Sales Agreement which we then give to our lawyers to look over even if the offer isn't accepted.

First as some have suggested, get the credit report (be sure to do this yourself; do not accept credit reports presented by tenants as these may be fraudulent).
