I know it's not the 25% but I doubt the government is going let me get away with all that profit.

@Kenneth T I am in shock right now how the "government" can tell a private homeowner what and what they can do with monies they receive!!!!!

Other than signing a document that says you'll live in the property what other ways does the government track that you live in the unit?  

Fannie/Freddie govern conventional loans.  

A family member in the area says between Canal St and Federal St is becoming a desirable area.  

Additionally, there are legal considerations which govern how the prepaid rent is held and disbursed.

Since it is a Federal Government program trying to encourage home ownership, they want to give first shot to owner occupants, investors come last.  

Tons of advantages for these foreign companies, including local government's incentives.Brazil's recession plus Paraguayan Government's aim to turn the country into South America's China seems to be opening a niche for industrial development. 

I was under the impression that since the policy was government underwritten  the rates should be nearly the same for the same policy

This is a federal law/issue not a state or local law/issue.
