I think the threshold to get management would be larger complexes or over 40 units with smaller places...I am also in the area, Harford County, Just my thoughts.

There was a wide swing in rates even when a number of them were in the same condo complex.  

If you did not pay for a policy, I recommend you hire a good real estate attorney, the solution may be a simple as an ejectment action or, depending on the specific facts, the solution may be more complex. 

You cannot mold a complex skillset to your comfort level.

I am considering a small complex with less than 70 storage units probably to start off with.

As a noob I didn't understand the complexities, and nuances - I technically didn't buy a Turnkey, it was more of rental resale.
