I recommend you get rid of him when his lease is up because there's a danger this will cause problems for you in the future.

I thought about adding a camera to the property across the street, however I want to avoid causing alarm with that tenant.

If you don't close, there's no harm done, and you'll have a head start on filling your rooms when you do. 

Hard to imagine legislation coming out that would harm these folks, especially since these are the very folks with (thanks in part to me and my ilk :P ) lots of money to donate to political campaigns.

I only ask because if you don't and have a loan on it or are intending on getting a loan on it (BRRRR method) in the future it is easier to get a loan if it's in your name and you can get more $$$ if it's in your name. 2) If there is a loan on it most lenders will give you a hard time getting it into the name of an LLC (We are in PA and tried to do the same and had a hard time changing it into our LLC then only to find out the banks did not want to lend on it cause it was in LLC and when when we found one that did they only wanted to give us 60% of ARV so we had to change it back to our name and get the 80% on it.

However, if it's just a property that you're interested in and not one that you actually own or are in the process of owning, this may cause them some issues.

Your PM did not cause this and none of this indicates they failed in their duty.It's SO easy for people to sit around online, armchair quarter-backing and place blame after the fact.

An additional piece of history, this tenant gave my appraiser the run around for two weeks and nearly delayed things enough to cause me to miss a closing.
