ConEd first told me the gas was on, then when I told them it wasn't, and the gas meter was locked, they checked with another department that told me it had been off since April.

One example of this was when I went to have the gas company come out to turn on the gas to the house, the guy wouldn't turn it on because the meter was under the deck.

It was a former gas station in the center of a new and booming arts district, but even if they did the owners liability was 10k with the likely possibility of a windfall in the form of remediation management (sort of like insurance in the event of worst case).

They also put gas in the tank, give you the instruction manual on how to operate that machine, and get you on your journey so that when they leave, you are on the road to a payday.The problem is many who offer programs don't provide anything of substance because they really don't know what they are doing themselves.

Offer tenant "cash for keys" (if want them to leave) - or I don't see why you could "ask" the tenant to sign new lease.. they don't have to, since they have a valid lease, but should be that if you mutual agree to stop that lease and start a new, I believe you can.
