I'm also leaning towards not putting it in bathrooms unless it is 10mm or better and good quality.As for the impact on the environment, I think we may be screwed either way as long as we are relying on fossil fuels for our energy needs.

I realize that the property being in a flood plane will have a negative impact on the market value but it still seems like there would be room for profit if I were to wholesale it given the surrounding houses value in the area.

I have no debt, no loans, fully paid off car, and don't have any major expenses that can drastically impact this endeavor.I'm mostly interested in using the equity of the home to purchase other properties and further expand my portfolio of properties.

The only way to remove an area from the floodplain is to raise the level above the base flood elevation similar to what @Dave Dagostino was referring to (don't even think about adding fill to the yard, that requires a 404 permit and impacts the flood plain by creating a dam impacting your neighbors).

The major difference is that this would apply to ALL PROPERTIES that the inspector drove by, not just the magical "1-4 unit rentals" that are the target of the witch hunt.Unfortunately as happens far too often with ordinances, the good owners are the ones impacted...it won't be till the city finds the ones hiding that a real improvement will be realized for our city's children...that will only happen when the last leg of the law has started (enforcement) and even then only when the city can identify a rental (if the house is held in an individual's name and the tax bill gets mailed to the house on the county records it will look just like an owner occupied house).
