Instead of having cash to move, maybe they get an eviction on their record, or become homeless, or loose all their possessions that get set out on the curb. 

Some of our vets in the VASH program did well but many were homeless for reasons that had nothing to do with their military experiences (one has to remember that many veterans never saw a day of combat during their military careers).
