Anyways so what Natalie said up there is just its a temporary exemption on 6+ freshly planted fruit trees intended to not tax you for improvements (Fruits trees) before they produce.

I knew right away these clowns did something very bad and when I went to look at their work it looked like they sprayed the paint on the wall with a garden hose with no nozzle on it and the paint looked like stalagmites and icicles pouring down the wall.
