I could buy this house but cant pay off the tax lien, so I asked the lien holder for installment plan but he rejected he want all cash.So my question is, where can i find someone who buy this tax lien and enables a installment with 18% interest?

It seems like it limits the value/protection for landlord of the service SmartMove provides.Having done only 1 verification, it seems to me that SmartMove needs to enable the Tenant/Applicant to be able to send this information, verified by SmartMove, to the Landlord when they do enter into a lease.

If you purchase a 4-unit and reside in one of the units, you can qualify for super low FHA financing (3.25% for 30 yrs, with just 3.5% down payment), the other three tenants will probably enable you to live for free (in fact, some FHA lenders limit the max loan amount such that 75-90% of the rental income covers the property's PITI), and you will get some great experience.Since you're renting currently and are a good borrowing candidate, this is an ideal way to go.
