I would definitely make an addendum to future leases prohibiting trampolines. 

If you are talking an addition (foundation, framing and etc) to get this space it is typically cost prohibitive.  

This isnt new, its origins are hundreds of years old, and its been a mainstay of the US justice system for right about 100 years now as its rise began during prohibition.

In northern New Hampshire the electric is prohibitively expensive so we wouldn’t consider any type of electric so you might try to compare costs for your tenants before making a decision.

Lease expressly prohibits criminal activity at the property, but doesn't really cover this detail.

There are no laws prohibiting renting to illegal/undocumented immigrants at the Federal level, and none at the PA state level that I'm aware of.
