Sounds like you need to have GFCI installed in the property 

We already took care of the sub termites with the little capsules installed under ground.  

Unless there is already a septic system I would assume the cost to install one is significantly more than $2,500

The inspector suggested I install GFIC outlets.

Their kids have written on the walls with crayons, the vanity installed 5 years ago has been scratched to the point it needs to be repainted (it is white and a lot of paint has been scratched off), the caulking around the sink and tile has turned black, the hardwood floors are extremely dirty and will likely need to be sanded and stained and the carpet must be replaced. 

I would remove it and install drywall.  

We removed the illegal kitchen and turned the full bath into a half, installed new kitchen cabinets, counters, and appliances along with new bath vanities, tub, and toilets.
