I agree with @Luke Carl, he's an expert on it.

For three year leases, @Gregg Cohen is the expert at longer than 2-year leases.  

Study potential economic trends like, new job growth, relocation of companies, overall increase/decrease in employment .

Sold two rentals, looking for a Real Estate centric Tax advisor.

@Logan Sanford is an expert in the Butler area and would have great insight to properties around there.

Both locations you posed have other economic drivers besides the military and both seem to be growing so I think they would be good locations to invest in.
