You don't need a property manager you can do this yourself, go over and find out what's wrong with the electrical,, it is simply replacing a switch.. or call an electrician.You knew the day she said she wanted out she was going to be a pain in the XXX, so yup now your stuck, either give her the opportunity to vacate with proper 30 day notice or be prepared to deal with on going service matters that may be legitimate, but you won't know until you respond.
