Encourage them to apply Yes,, but work with them in this situation,, is a Yes also..Your patience and understand is all they are requesting,, not to get out of paying the bill....Good luck I'm sure you'll help them out and do the right thing ,, 

How quickly you discount a lead as unmotivated can be a huge factor in your success.

Most contractors, assuming you are upfront and quick not taking up too much time, will give you a ballpark.
