Only because Philadelphia is such a "Block by block" city that some "war zones" share the same zip code as A-B rated areas (Example: 19104 Is the Mantua section of West Philadelphia, but is also home to Drexel, and UPenn (Also known as University City)

The way I understand it, under LA city rent control notice to vacate can be given to an existing tenant to move out only if the owner (or related family member) intends to occupy the unit.

Hey Charlie-I'm in the same boat- 2nd year student though.There are a few of Charlottesville investors on Bigger Pockets (not nearly as many as a real city, but a few).I'd recommend reaching out to Jim Klapmust, or going to the Charlottesville local real estate meetup.
