If the PM  has to ask the owner fore permission for an expense every time, it can delay the repair, irritate the tenant, and make it difficult for the PM to retain tenants and uphold a certain standard of service.  

Unfortunately, this change is difficult to predict.Currently, the two areas proposed for the OPL are located in rough areas.  

My area is pretty specific so it's not too difficult to keep tabs on things. 

It can be a real difficult and stressful decision because you want to have your unit rented, but you want to make sure it  is not with someone who will cause you problems.  

This is common and can sometimes be very difficult to detect, even for seasoned pro's.

I understand your frustration as I also feel it is very difficult to find a good investment deal right now.

We got tired of the high cost of living and I knew it would be very difficult for me to buy investment properties there. 

I've been so caught up with stories of out of state investing recently so this is a great reminder to check my own area first.Also, I started kickboxing for the first time this week and didn't realize the footwork is so difficult, but man it's been fun.

This way, it is considered rent and can be part of a rent court issue rather than a more difficult/separate civil court issue.

It shouldnt be that difficult to clear up.
