I would check with local housing to see if this is legal before going forward, and I would be cautious because if they are needing section 8 that is a huge extra chunk of money coming out of their pockets.

Forgot to add, Donny Widjaja advise, offering the tenant an incentive to move is a good recommendation however you need to be cautious. 

Personally, unless there were sleeping bags all over the place and little children crayon marks all over the walls, I'd turn a blind eye, with cautious awareness. 

Be terribly cautious about covering hotel expenses.

Also if he has been in the market a long time, is he overly cautious in areas that might be undergoing a shift or change?
