What is preventing you from being one of those people who gets into contract right when one comes on the market?

In my State, Washington, the publicly stated reason for such a law is that it prevents greedy investors from taking advantage of people who are under the stress of property tax foreclosure.

They'll do whatever they need to do to prevent that. 

It should not prevent you at all.

Look for mechanisms of prevention of loss not recovery from loss, and use only QIs that have been in the business for a long time with demonstrated experience. 

There is a mental block in most people that prevent them from understanding this.From the beginning, I would advertise the unit as $500 plus utility.
