You can delegate the rights of enjoyment to common areas and facilities to anyone who rents on your property.I serve on the board of a large HOA in Texas and we have zero problems or liability issues renting to those who lease.Good luck to you.

I am just getting into real estate, currently working on a vacation rental project in Tahoe area and ADUs in Napa. 

Cash-flow, though possible, is generally not something you'd benefit from here (unless you do it via illegal vacation rental).That said, I would definitely buy a small condo (studio or 1-bed) for myself here, as I'd rather pay myself rather than a landlord, and IF you feel confident enough in doing out-of-state investing, leverage your remaining funds to purchase 1-2 properties that cash-flow elsewhere.If instead you'd rather keep it local, I'd use your available funds to purchase 2 condos, one for yourself and one as an investment.

However, if you take all the proper steps, make sure you have insurance and that your tenants have renters insurance, you will be well on your way to having a successful business and enjoy that cashflow from your properties!

I have changed the locks on the other units and entries, should I change the locks on the now vacated unit. 

If tenant(s) vacate the property without informing the Housing Authority and payments continue the owner, Section 8 may initiate a recoupment of rental payments made for the months the property was not occupied.I feel that if done properly, it is a good investment.

I financed a mortgage for my parents as they had previously bought in this community as a vacation home.
