So we thought it's a good idea to put carpet into  rental apartments, because it also keeps noise down especially you have multiple-residential building.

Tenant turnover is going to be high and you're going to have to worry about parties/noise complaints.

We even had to grind the concrete slab down on the first floor. 

Dog barking may cause noise to neighbors. 

He is now complaining of the traffic noise level at the home.
