You should be able to clean up the mess in one year, and be able to move on with your life.  

If you don’t clean up the lead you can poison a child and destroy that kids life.

Your dad needs to check his leases and see if corporate national company is on the hook for guarantee and is there a provision in the lease where tenant is responsible for environmental clean up of the site?

The house was flagged a nuisance property by the city due to neglect by previous owners, so I pay a guy $70 per month to cut the grass and cleanup any trash.I have that property listed off market in Market place forum currently as I’d never turn away any profit.

You could skip the $150 in testing and simply assume Lead is there.In MA and CT which are my 2 closest states, you are allowed to follow the new EPA rules which allow Certified Renovators to use the $4 test sticks that you can buy at Lowes and Home Depot; so yes, it sucks to be in RI.After the work is complete, MA and CT allow visual inspection after cleanup has been performed, again done by the Certified Renovator.

Between city of Cleveland Lead testing and HUD inspections, I am tired of cleaning up after tenants that do not/will not clean up after themselves.   

Once you have your house and are settled then you can clean up all unused accounts and rely on 2 maybe 3 main cards with high limits.

My guess is every owner on the block would welcome your effort to clean up their shared concern, any idea if they have done anything to date?
