In essence there is usually a fee associated with it and that fee is paid by the tenant if the tenant caused the issue.

A tenant who can't come up with whatever the amount is may well cause issues down the road this helps them too-it is like money in the bank, and we have always been fair returning deposits.

Also as @Bjorn Ahlblad, mentioned most of the drainage happens along the length of the drain so the end being clogged isn't a likely cause of water in the basement.
