I am thinking I will need an electrician to come take a look, so I’d like to see if BP forum users recommend any particular electrician in the greater Seattle area, as well as any general feedback on how I should approach the situation. 

Next find yourself one great handyman and couple of go-to "specialty" contractors such as plumbers/electricians.

If the general contractor is already there and has an electrician he works with, it may be a good deal through both parties for you.

(By me, you even don’t have to be a licensed plumber or electrician to do work, except to pull a permit) Please don’t think you have to.

Electricians, plumbers and the like are considered essential staff and will likely not be laid off or closing their business any time soon.

The tenants complained the breaker kept tripping, so they had their electrician friend put in a new breaker box to the tune of $249 something like 3 days in a row to get the job done.
