I mainly want to know if we both should be on the lease or it doesn't matter if it's one owner or both on the lease? 

Unfortunately, as you probably have found out, the rules and regulations are not necessarily clear on owner occupancy.

All the above references owner occupied residences, Federal law has no prohibitions concerning due on sale in non residence situations.  

Your escrow is simply your property taxes and your home owners insurance.

At this time we are going to take title as individuals as one of the units with be owner-occupied by my sister.
