Any forecasting with ARV as a component is to me nothing more than speculating.  

I don't have a crystal ball and it is not my place to speculate for everyone else. 

That way I can read the actual proposal, as opposed to the speculation.

I am not very interested in appreciation speculation in CA.

As Dan mentioned, I would never recommend speculative short-term investing like buying a property and expecting a big return by just throwing it right back on the market no additions done to it.  

With that I am speculating on the rents going up and eventually going cash flow positive.
