I've experienced this problem in multiple investments where the estimates were way off and my return was much much less than anticipated.  

Every time money exchanges hands, typically two people are happy about it and have accomplished a goal.Your second ressource is energy; this includes your creativity and your negotiation skills and what some people call financial engineering - aka putting deals together.

You need to consult with a CPA experienced with real estate transactions and options before any move in order to avoid a big tax bill. 

What are people’s thoughts on this and experienced with lease to own scenarios?

I just spoke to city engineer they estimated 2880 per unit to install new individual water meter and also mentioned that they don’t do individual water meters for apartments itseems.
