I think its to prevent people from renting something to themselves to create a tax deduction.I haven't heard about 'self-dealing.'

Having all paperwork & legalities in place will prevent any hard feelings later down the road.

Do local regulations prevent you from not renewing leases at the old rate and just going straight to $1,200? 

Agents screw up stuff (even me), however, a buyer that understands (more than just trusting his agent) what he is committed prevents a lot of bad stuff.
