These organizations provide you with the most up to date leases and other forms, eviction law, screening tools, etc.Moreover, a lot of municipalities are requiring or incentivizing this certification.

In this case you should pursue the removal of this charge from your name.However, my suggestion to you will be to pursue your apartment hunting via a non-profit organization that caters to Veterans and have your husband spearhead this transaction. 

I'm open to a partnership and have no problem organizing such a venture.

We have not done a good job of developing systems, organizing a business plan and are looking to push our business to greater heights.  

Find distressed properties in your area, perhaps ones with grown up yards or broken windows, then proceed to contact the owner of the property; pre-foreclosures are ideal, as well.
