He is now in rent up modeand is at 20% occupancy after 3 months during the slow season.

There is just less pressure and in general, the tenant class is better.Handyman & cleaners are needed in general so I recommend leaning in and making it happen.Thank you for your response.

The city board of adjustment meeting was held today and we presented our case and explained that we made huge investments into the home to remodel and furnish it with the belief that we would be able to operate it as an STR since we had an approved permit.The Board denied my request and did not take any responsibility. 

for one tenant it says that the landlord is responsible for utilities, and for the other tenant it says that the tenant is responsible for utilities.

From there it's running a schedule and taking responsibility for my actions.

For example,  providing a heating source for your tenant is your responsibility as the landlord. 

I don't think one will make money on a net-net basis over the long term.I had asked the same question to local and foreign buyers agent in japan and had vague responses from them as they know the reality.The opportunity lies in the foreclosed property in Japan.
