(strange kolars, kimba, monitor agent lol) I mentioned "tenants not paying and I have a judgement against them, getting remarks on their credit report, and possible recovery" property managers go this route so when the next property manager runs a back ground check they are aware, I recall talking with a skip trace company that had a "half of what ever they recovered" policy, cant find their number, not sure about your second statement which unfortunately  sounds like you want to discuss "offline" some malicious illegal crap!

If the tenants don't cooperate, than landlords are screwed - unfortunately there are bad actors out there who are doing this.
