I think the point of the blog post was not to create another rule-of-thumb for the uninformed, but to re-emphasize that you need to understand at what you are looking when analysing a property.  

I vote for challenging the property assessment as you initially included and as several others have emphasized.

I emphasize, these are just my rough rules of thumb, and I'd insist on seeing the place first before making an offer and basing it on actual repairs.

If they say give them a price, I emphasize the fact that I am an investor and I like great deals.

Or am I over emphasizing it?
