if they Ghost you  U have no choice but to follow the foreclosure rules in the state the property is in.. and dont hesitate never gets better.

Also from the choices you provided, I believe you are looking at somewhat passive options.  

If OOS then you do not have a choice, turnkey UNLESS you have trusted crews and YOU know pricing ,  If you are new then turnkey, for both.

I have no choice but to commit to this game for the long-haul.

While Ohio and Texas are good options, Tampa's balance of affordability, growth potential, and rental demand make it a fantastic choice.
