Before you buy the house, check with the current owner to see if the house has a "CO" (certificate of occupancy). 

Can I draw my own plans on sketch-up even though I have no planning certifications in order to submit for city permitting?

Also make sure you are answering the questions correctly on their forms --- I once saw an operating agreement generated from a similar service stating that the member will represent the membership interests in the LLC using a certificate.

The Placards (which stipulate the hazardous conditions) remain on the property until I have made sufficient repairs or improvements as to qualify for a new certificate of occupancy.

Should I have a title search done before I buy a tax deed (not a certificate)?

One that handles certificates of non-conformity. 

There is about $50,000 in repairs that need to be done but he is including a $50,000 "gift certificate" to cover those repairs, which is pretty sweet.I definately know I can make a profit fromt his home when I put a buyer in it, but how can I convince him to go down below $1M?
