Further, BPOs and appraisals show the properties have increased 50 to 60% in value during the last 3 years.

I originally thought buying properties as primary for a year and then renting them out was going to get me further but I don’t make a ton of money at my 9-5 so my dti seems to be maxed out already.

I would let the tenant know that you're attempting to resolve this further with the Title Company on their behalf however they should remit rent to you immediately and file a small claims filing against the seller to recoup the rent. 

Then do a 'seismic strapping' to aid in halting further movement.IMHO this should cost closer to $20,000.
