I would budget for doing a complete cosmetic rehab: interior and exterior paint, replace all flooring, new appliances, light fixtures and fans.

Additionally, we plan to inspect the fixtures and such to try and limit the calls when tenants move in. 

It could be that it got grandfathered in and you're good to go or that it was an illegal conversion and you would have to get a conditional use permit (CUP) which could cost you thousands (or hundreds, every city is different).
