When you've got an occupied apartment in an area where local rents have increased quite a bit over the last few years, what are the deciding factors in whether you take the initiative to renovate it and increase the rent to the new market rate versus let it sit and accept the lower rent?

However, I do recall from a prior discussion on these forums that the codes allow for an ungodly number of people in a unit.

These mobile homes sit on land that also belong to us. mobile homes are very common in Central Florida!

Does anyone have ideas / suggestions on how we can use the equity they're sitting on to get this done? 

From experience in our area, historical homes require a specific type of buyer and generally sit on the market a little longer.

Maricopa is also another to look at- sits southwest of the valley.
