From a negotiating standpoint, you could use the heloc to make a "cash offer" with no financing contingency and still get a mortgage during the process as long as your closing timeline provides the time to do this.

For example, the laws in Texas allow me to include specific provisions in my leases that might not be legal in states like New York.One such provision I enforce is that once a tenant gives notice of non-renewal, I can immediately begin showing the property to prospective renters.Because its so state-specific I would reach out to a NY landlord, agent or property manger for more geographically specific advice.

I've been looking at some of the online lenders (Better, Figure, Rocket Mortgage, etc) and while they offer a decent product, perhaps there is a lender who is local to Indiana that would offer a HELOC with better terms?

With a few month's before some note's expire they send notice unto their regional lender inviting lender into a negotiation of consideration because there intentions are if a mitigated arrangement can not be meet, with market rate offerings on debt not tenable, there going to walk away and exercise strategic default.
