You don't want to put carpet down before painting, ect. 

PMs are great if you choose to go that route for managing a property and existing tenants however screening applicants is not a job I would ever farm out to someone else.

The inspection failed first time because of a vent that wasn’t covered, a couple of non-grounded outlets, and some chipped paint.

Also with this garden and not having direct access to that part of the property it will be difficult to do any upgrades such as painting that side of the structure.
