Higher fines for violations is probably not legal unless they can show there is some sort of higher administrative burden.The professional landscaping cost only to landlords is likely not legal.

Dealing with Philadelphia's L&I can be a real pain...

I opened an SDIRA and began to slowly (read: painfully) build it through passive real estate investment.

While some neighbors can be a pain in these circumstances, I have found that the constant "stranger danger" and intrusion into their properties gets very old, very fast. 

Word gets around, kids talk, social media rules, you don't want the reputation of being a pain in the *** landlord, it will hurt your future ability to attract good tenants. 

There will also be administration, janitorial, and security jobs to be filled here.
