I many municipalities, if you foster a trouble property that has an abundance of police call the landlord can be fined. if there are disturbance calls and the like it is easy to assume that if the folks don't care about each other and fellow neighbors it is reasonable to sassume that they also won't be caring for the property in a positive way.
