Fair housing laws prohibits discriminating against parents, but common sense tells you that someone with no dependents making the same amount will have more discretionary income.  

If you are subleasing make sure you have the provision on your lease that doesn't prohibits subleasing.

Basically I went through the HOA rules and regulations and no where in there does it prohibit signs (if it did they'd be breaking their own rules) but I spoke to the employees there today and they said they don't want any one else's signs posted up I don't believe this is a rule this is just something they want.

The PPP is designed to prohibit you from refinancing too early.
