Our Realtor's standard contract here in Illinois leaves space for an address and "Permanent Index Number" which is a unique number that each property is assigned around here and used by the county for record keeping.

Where I live, one state down from you, unless the language specifically excludes the owner from ever utilizing the property again, when someone grants you an easement you don't own anything - you retain a permanent right to utilize something, owned by someone else, generally without any further cost or required payments on your behalf, and allowing both you and the property owner to assign their rights (i.e. sell the property) to someone else without abrogating the legal agreement.

To solve this issue permanently, the recommendation was to add a new shut off valve in the unfinished basement area by where the water meter is and then seal the ceiling up permanently.

@Mindy Jensen  thinks I might have an idea.IF THIS IS AS bad as it smells WHATS worse is you only owned the building 2 months.. so your damages are pretty minimal.. the previous owner had larger percentage of loss,, 2 months of dog crap isn't enough for you to show  permanent damage but 12 month is  I'd for sure charge for power washing, use a deck cleaner..sand with a pole sander once dried and put down a good sealer.. is the deck cedar or green treated,, you'll have better luck with cedar.. if it's green treated,, I'd consider painting the deck floor after power washing and let dry completely and seal with kilz first and then paint..
