From the inside, this usually means something like a perimeter drain, piped to a sump pit and pumped into a sanitary sewer (if allowed) or far away from the house to a daylight drain.

When I opened the door I was astounded to find both the bathroom sink and kitchen sink running, with both drains clogged, and water pouring onto the floors in both areas and going through the floor into the basement.

Make sure you use a freeze proof one, tip it down on outside so it drains, and make sure you disconnect the hose in freezing temps.
