Terms are also very important and can make or break a deal that at first glance might be worthwhile in spite of a somewhat high price.

To hope someone will guide you through all the trials and tribulations is unrealistic unless you are bringing something worth while to the table (i.e money, a deal, securing financing, ect).

I agree that the land needs to be valuable to make this deal worthwhile so that later without the homes you could do something with it. 

if you can buy it for the value of the land and teardown,,,,then price the foundation solutions and all other repairs (by the sound of your description there will be lots).I suspect lots of headaches here so make it worthwhile.

They may be well aware of what goes on and simply allow small fish to keep swimming until busting them becomes worthwhile in setting an example.
