For electric, you'd need an electrician to install the new meter or is this a service PECO provides? 

(I once tried for months to get my warranty to come resolve an electrical issue - they couldn't even find an electrician who serviced my area.  

Wiggys are the not-so-professional electrician's very best friend, and they're not cheap.Margin trowel.

Problem solved.What her PM did, was send their maintenance guy over there (and charged it against the account) and the PM supervised this (charged the account), maintenance guy says a new breaker box is needed and an electrician needs to come put one in, and they called one and had him put one in, (and charged against the account the electrician and new breaker box, and time for their maintenance man to supervise the electrician, and the PM to supervise them all).And they never called my daughter who would have said - "Just tell her she can't plug in 500 hair dryers at the same time."

They asked if I would send an electrician.

They have problems, you need to keep them in check or else you'll have problems too.The best tenants are boilermakers, inspectors, electricians, engineers, superintendants, project managers and the like. 

Don't rent crap, that way you don't get many service calls.When you do get a service call, decide whether it's something you can do, or whether you need to arrange your handyman, your appliance repair guy, AC guy, plumber or electrician.

Good contractors , plumbers , electricians etc , make great money .

So I have built a system where I have a contractor and electrician on call basically anytime.
