I figured I start in my own backyard Raleigh,NC, the surrounding areas, and go from there.

I only know of one screening company, Tenant Tracks, that complies with all the CT laws surrounding this.

This would be more dependent on the  surrounding zoning, future land-use maps by the City, and the City's input.
