I'd add an air vent through the block first and build up the ground around the perimeter and extend gutters to ensure good drainage like Deanna alluded to.

Hi I recently purchased this property and there isn't a perimeter foundation  or stem wall.  

I perimeter walk the land, find survey stakes, estimate stand age and rotation, etc., and it is what I want if $150-200 less per acre.

The quality of tenants you can find within the 5 miles perimeter are not easy to handle.

The membrane applied to the entire roof surface protects the wood against moisture, and the ice and water shied in the valleys and along the perimeter prevents damage from possible ice damming.
