The termite inspector's report read that there were signs of a previous termite infestation but it looks like the property was treated and there were no current signs of termites. 

And, if you fail to provide an infestation-free, leak-free/mold-free environment in a rental property, you're headed nowhere good. 

The house had a heavy smoker, WAY too many cats and some how a mice infestation.

This doesn't sound like code enforcement, it sounds like a building inspector or similar, it may be called something else in your area, but around here usually code enforcement is the people who call out weed infested yards. 

Is it better to fully renovate and rent out (the cash flow after expenses will be divided in three), fully renovate and sell (then each one of us can make our own investments with the money), or just sell it as is, with pieces of drywall ripped out, and brown, nicotine-infested interior.
