Perhaps a good place to start is by asking the sponsor for a breakdown of exactly what those line items are intended to cover, and an explanation/dialogue surrounding that issue to see if it all makes sense.

I like to either text the tenant (or have PM do it) so there is a back and forth dialogue showing they understand you’ll be entering the unit.
